A Briefing Session on Registration of Construction Workers had been held by FEMC on 20 January, 2006 at Duke of Windsor Social Service Building with a total attendance of over 110 members. We were honoured by two speakers, namely, Miss Annette Lam, Secretary from Registration of Construction Workers Authority and and Mr. P. L. Mok, Registration Officer, from Registration of Construction Workers Office.

Miss Lam gave the audience an introduction of the come-about of the new Construction Workers Registration Ordinance (Cap 583) and its purpose. The Ordinance has been enacted on 2 July 2004. The construction workers will be registered in 3 categories: skilled workers, semi-skilled workers and general workers. When the relevant prohibition provisions in the Ordinance are brought into operation, sometime after the end of the first registration period in September, 2006, all construction workers who carry out construction work on construction sites shall be registered and employers shall only employ registered construction workers for carrying out such work. Mr. Mok took the audience through the detailed requirements of registration and urge construction workers to put in their applications according their birth month as suggested. Mr. P. H. Ho gave a briefing that if construction workers, having over 6 years of relevant construction experience but do not possess the requisite certificates/qualifications stipulated in the Schedule 1 of the Ordinance, are required to attend the specified training courses within 3 years after registration. They will get the certificate for registration as skilled workers if they can complete and satisfy the assessment requirements on both written and practical skill tests. Or he can go for the trade tests set up by VTC or CITA.
The audience was very receptive to the briefing session and many questions were raised, from the floor, which were summed up in the following groups.
Q. Will ˇ§engineersˇ¨ who occasionally go down to construction sites and do demonstrations / tests have to be registered?
A. No. Only workers who have to carry out hands-on work on construction sites are required to get themselves registered.
Q. Will ˇ§techniciansˇ¨ who have to carry out testing and commissioning on equipments on construction sites required to be registered ?
A. Yes. They have to register in the relevant designated trade.
Q. Can a REW register as ˇ§electrical fitterˇ¨, E305, also register as E305a, electrical wiremen and E305b, control panel assembler ?
A. Yes. A REW can register in E305, E305a and E305b.
Q. Can a REW register as an E314b, Refrigeration, Air conditioning, Ventilation mechanic (electrical control) ?
A. The Ordinance asks for a REW (i.e. RAC) who is entitled to do electrical work on air-conditioning installation. We are waiting for comments from EMSD if a REW of A0 and above are considered to have qualification over and above the said RAC.
Q. Can a REW register as an E303, a cable jointer (power) and what kind of work that he is entitled to do ?
A. Workers who complete an apprenticeship in cable jointing (power) can register as a an E303. The type of cable joint he is entitled to do depends on the contract specifications in a particular project.
Q. I have a mock room to do which involves several trades in a small way. Do I need to employ workers of all designated trades to do the job or get a jack-of-all trades who can handle them all ?
A. The Ordinance only allows workers to carry out their relevant trades that they are entitled to do. However, workers can do his trade under his supervision.
Q. Can workers who have obtained security license from the police department are exempted from trade tests before they can register as E323, building security system mechanic ?
A. No. The security license is no proof that the worker has got the trade skill as required in E323.
