The two key events of the Construction Safety Week (Co-organized by Development Bureau, Construction Industry Council & Hong Kong Construction Association), namely Conference (22 May 2012) and Site Visit (23 May 2012), are now open for enrolment. The flyers (with enrolment forms included) of these two events are attached. the morning session of the Conference (22 May 2012) would be particularly suitable for workers and frontline supervisors.

The Society of Operations Engineers (Hong Kong Region) and HKFEMC co-ogranize a CPD Joint Technical seminar on "Sustaining a Green Future" for members in FREE of charge on 1 February 2012 (Wednesday). This seminar will introduce LED Lightings, Solar Power Systems as well as different approaches in carbon reduction energy saving systems with sustainability development environmental managements. The Construction Industry Council (CIC) is developing Hong Kong's first Zero Carbon Building, a project announced earlier in the Policy Address. In order to raise public awareness and interest in zero carbon building and invite ideas for naming Hong Kong's first Zero Carbon Building, CIC will hold a naming competition, targeting the general public, industry stakeholders and students. Programme Outline:
The Buildings Energy Efficiency Ordnance (Cap. 610) (Ordinance) had been enacted in Nov 2010, and will come into full operation in Sep 2012. The objective of the Ordinance is to require the compliance with EMSD’s Building Energy Code (BEC) for energy efficiency of building services installations and Energy Audit Code (EAC) for energy audit. The seminar will briefly introduce the frameworks, the control regime & compliance requirements of the Ordinance and give an overview of the codes.

Speakers: Ir Osman Lau & Ir Brian Leung

Ir Osman Lau and Ir Brian Leung are engineers of the Electrical and Mechanical Services Department (EMSD). Ir Lau and Ir Leung have actively participated in the development of the Ordinance and the BEC & EAC. Ir Lau had over 15 years experience on design and project management of building services installations in multi-storey buildings of private and public sectors. Ir Leung also had over 15 years experience on design and project management of a wide variety of building projects.

Both Ir Lau and Ir Leung have various professional qualifications, including corporate member of the Hong Kong Institution of Engineers (MHKIE) and Registered Professional Engineer (RPE).

The seminar will be conducted in Cantonese with English terms as supplement.

The contents will be useful to us as E&M contractors. This is an excellent opportunity to know first hand from the regulatory body about the requirements of the Ordinance. Do not miss the chance to exchange your views on these issues.

To commemorate this important milestone of the Federation and the formation of the newly elected Council 2011/2013, we will publish a Special 10th Anniversary Journal to review our achievements in the past and to prospect our future. The E&M Safety Walk and Carnival Fair for this year will be held on 18 December at Tai Tong Lychee Valley (大棠荔枝山莊) in Yuen Long. It is the 9th year jointly organized by The Federation of Hong Kong Electrical & Mechanical Industries Trade Unions and our Federation. We aim to promote continuously the construction site safety for various trade including Electrical, HVAC, Fire Services, Plumbing & Drainage and Lift installation.

The programme includes morning drill exercise, hiking, safety Q&A and games, as well as a highlighted program of lucky draw etc. Lunch will be provided at BBQ style. For promotion of the event, we are going to print posters which will be posted at various construction sites and leaflets will be distributed to our members through respective associations and Trade Unions.

This function will be sponsored by various trade companies and supported by Occupational Safety & Health Council, Electrical & Mechanical Services Department, Labour Department, Hong Kong Housing Authority and Legislative Councillors similarly as previous years.

Students of CICTA's training courses in Electrical Installation will be graduated in coming August. For the convenience of employers who would like to employ the Graduates, an earlier interview can be arranged by CICTA before graduation.

To encourage employers who employ graduates within 12 months of graduation, have their apprenticeship contracts registered, and provide proper training may apply for a monthly subsidy of $1,800 or $2,000 for each graduate under the "Employers Subsidy Scheme".

Summer is approaching, the Labour Department would like to draw contractors/employers' attention to the risk of heat stroke at the workplace, they have published a leaflet entitled "Checklist for Heat Stress Assessment at Construction Sites" and another leaflet entitled "Prevention of Heat Stroke at Work in a Hot Environment" for employers' reference and take out effective preventive measures.

In addition, FREE health talks on the prevention of heat stroke at work will be organized by the Labour Department in May, June and July 2011. Please refer to the self-explanatory letter as attached for details.

Code of Practice in times of Typhoons and Rainstorms

The Labour Department reminds employers to make prior work arrangements for staff in times of typhoons and rainstorms as soon as possible, and they have recently published posters and leaflets on the subject of "Code of Practice in times of Typhoons and Rainstorms" providing advice and practical guidelines for the reference of Employers and employees. Those are available at the Offices of Labour Relations Division for public's collection. Please arrange with Mrs LUI of Labour Dept at 2399 2384 if you want to get copies.
